http://www.behindthename.com/ - Search for names from various cultures. Search under Gender, Culture, or Meaning or a randomiser if your out of options.

http://donjon.bin.sh/ - General RPG tool. You can get Fantasy-like names, to generate random planets or dungeons.

http://bit.do/bio-blank-simple Or http://bit.do/bio-blank-advanced - These are some OC templates made by a buddy of mine, Axebane. These are usually for pokemon related things, however you can usually edit that stuff out and use it for any OCs you want to make. Hell I even use this for Projects related to school.

http://www.springhole.net/ - Great Resources that help with creating a realistic character and other writing things.

http://archive.wizards.com/default.asp?x=dnd/dnd/20010208b - D&D Name Generator, should work for other stuff. Can come up with neat results, but is usually just good for ideas.

http://www.seventhsanctum.com/generate.php?Genname=quickname - Generates a series of random names assembled base on consensus data from the US. Good for most RP Genre's probably, and even if the names it comes up with aren't quite fitting for a particular world someone will be playing in, they can still serve as inspiration.

http://fantasynamegenerators.com/ - exactly what it says on the tin.

http://www.kongregate.com/games/xdanond/anime-character-maker-2 - Anime Character Creator. Sure you can use it for genres, but whats the point when you can write out your apprearance or just google yourself a Pic of your OC of some anime person.

Player Related Youtube Videos (Note: While he talks mostly about D&D, these tips apply to most RPs as they are focused on the story aspects of Role Playing rather than in game mechanics).
